Gas-to-Energy Project closer to operation; Trinidadian, Guyanese companies to run NGL Plant

The Government has taken another step toward bringing its landmark Gas-to-Energy project into operation, identifying a regional energy company and a local partner to run and maintain the project's Natural Gas Liquids (NGL) Plant.

The Office of the Prime Minister announced on Tuesday that Phoenix Park Gas Processors Limited (PPGPL), working alongside Guyanese company GuyGas Inc., has been selected as the top-ranked bidder following a competitive procurement process. Cabinet has since granted its no-objection for negotiations to begin on a final operations and maintenance agreement.

While the announcement focuses on the technical management of the facility, government officials say the decision is ultimately about ensuring that the project delivers long-term benefits to Guyanese through reliable energy, employment opportunities and skills development.

The NGL Plant forms a key part of the wider Gas-to-Energy project being developed at Wales, West Bank Demerara. The facility will process natural gas brought onshore from the Stabroek Block and support the production of electricity as well as natural gas products such as propane and butane.

The project is expected to play a major role in reducing electricity generation costs and improving the reliability of power supply across the country, issues that directly affect households, businesses and industries.

According to the Office of the Prime Minister, PPGPL was identified as the leading bidder after proposals were evaluated on technical, administrative and financial criteria. The company, which has extensive experience operating natural gas liquids facilities in the region, will serve as the lead operator, while GuyGas Inc. will act as the local partner.

A major part of the arrangement will focus on building local expertise. Government said the operations framework is designed to maximise employment opportunities for Guyanese while creating a pathway for local workers to gradually take on greater responsibility for operating and maintaining the plant.

Through training programmes, mentorship and knowledge transfer, Guyanese employees are expected to gain hands-on experience working alongside industry specialists.

The announcement also confirmed that Siemens Energy has already been selected to operate and maintain the project's 300-megawatt power plant and related facilities. Together, the power plant and NGL facility are expected to form an integrated operation aimed at delivering cleaner and more affordable energy.

The Natural Gas Liquids Plant is expected to begin operations during the first quarter of 2027.

Before any agreement is signed, the proposed arrangement will undergo further technical and legal reviews, including scrutiny by the Ministry of Legal Affairs and the Attorney General's Chambers.

The Office of the Prime Minister also clarified that the operations agreement relates only to the management of the NGL Plant. Separate processes are being pursued for activities such as LPG bottling, the marketing and sale of gas products, and the development of storage and offloading facilities.

As Guyana continues to expand its energy sector, government officials say the Gas-to-Energy project remains one of the country's most important investments, aimed at lowering energy costs, improving energy security and creating new opportunities for Guyanese workers and businesses.
